Adding Hebrew to Vista
New: Windows 7, Ultimate Edition (as well as the Enterprise Edition) allows changing the interface language ("הפעל" instead of "Start") to Hebrew, using Windows Update.
Windows Vista, Ultimate Edition allows changing the interface language to Hebrew.
Here is how to add Hebrew as a writing language:
Clock, Language and Region
Regional and Language Options
Change keyboards or other input methods
Keyboards and Languages tab
"General" tab: click Add
Scroll down to Hebrew (Israel), click the + sign,
Keyboard, click the + sign,
Mark the Hebrew keyboard
Change back the Default input language, if you don't want it to be Hebrew.
"Language Bar" tab:
Set Language Bar to either Floating or Docked (not hidden).
"Advanced Key Settings" tab:
Usually pressing Left Alt and the Shift keys changes the language. No need to change anything here.
That should be it!
